A global foundation deploys billions into development programmes aimed at transforming health, agriculture, and education systems worldwide. As AI and compute capabilities accelerate, the foundation is expanding investments in AI applications across these domains, particularly in low- and middle-income countries where the technology could unlock significant progress toward its core goals.

Strategic impact in this context depends on more than understanding where investments face risk. It requires identifying where systemic transitions create windows for disproportionate influence - moments when positioning, partnerships, and policy engagement can shape how AI governance and deployment frameworks take form across critical geographies.

CSER needed analytical architecture that could map these convergences. Standard foresight methods couldn't capture the cascade mechanics: how orbital fragmentation, climate monitoring gaps, agricultural stress converge to create systemic failure modes that no single- domain policy can address.

RAKSHA was contracted to build an anticipatory analytical framework that identifies tipping points where decisions in one domain (orbital governance, infrastructure investment, international coordination) trigger cascades across others - enabling CSER to advise on policies that account for cross-domain dynamics rather than siloed risk management.

Employee Provident Fund Malaysia (EPF) manages one of the world’s largest national pension systems, with over USD 300 billion in assets and more than 16 million members. As systemic risks became more interconnected and less visible through traditional models, EPF required earlier, more actionable insight into threats that could destabilise long-term portfolio performance and public trust.
